Investigator in Preparedness Planning

The Swedish Civil Contingencies Agency is the leading, directing, and coordinating authority in civil defense. We ensure that society is prepared for crises, heightened readiness, and war.

Do you want to make a difference and work with us to develop civil defense? Then you might be our next colleague!

Your Responsibilities and Tasks

As an investigator in preparedness planning, you will play a key role in the agency's work to coordinate capability planning.

This involves contributing to a cohesive planning process and creating conditions for actors to collaborate on important issues. You will work closely with other authorities and help develop methods and results that strengthen Sweden's preparedness.

Your tasks include:

  • working with the coordination process of capability planning driven by MSB
  • collaborating with other authorities and actors within the preparedness system
  • analyzing incoming materials and formulating recommendations
  • contributing to strategic preparatory planning
  • creating forums and conditions for actors to meet and cooperate on planning

Other tasks within the unit's area of responsibility may also occur. The role involves many points of contact both within the agency and with actors in the preparedness system.

Your Knowledge and Competencies

We are looking for someone who has:

  • a relevant academic degree or other relevant experience deemed equivalent by the employer
  • experience working with civil defense or crisis preparedness at a government agency
  • experience leading larger development projects independently
  • knowledge of total defense, civil defense, and peacetime crisis preparedness
  • good ability to express oneself verbally and in writing in Swedish

It is advantageous if you have:

  • education in peacetime crisis preparedness or civil defense
  • experience in capability planning or preparatory planning at a government agency
  • experience in project management
  • knowledge of government governance and the state budget process

In all our work, both internally and externally, we act based on the government value framework. As all employees and leaders with us, you are expected to act according to the agency's approach.

The approaches apply in everyday life, crises, and war. They should be seen as a whole and build on each other; collaborative – proactive – action-oriented.

We are looking for someone who is solution-oriented and collaborative. You have pedagogical insight and can adapt your way of conveying knowledge according to different needs and conditions. At the same time, you have a strategic perspective – you see the whole picture, think long-term, and act with a focus on future opportunities.

About the Employment

We offer you a permanent full-time position that begins with a probationary period.

Your place of employment will be Karlstad or Stockholm, and travel may occur in the position.

The majority of our positions involve placement in a security class. Usually, Swedish citizenship is required. When placed in a security class, a security screening with a background check will be conducted before employment according to Chapter 3 of the Security Protection Act. Most employees at the Swedish Civil Contingencies Agency are war-placed.

About Us

In the planning section, we are 19 employees, and we are located in both Karlstad and Stockholm. The section's task is, among other things, to maintain a process for national preparedness planning, which also includes supporting actors with methods and processes.

We have an activity-based office where you can choose your workplace according to your needs. You also have the opportunity to work remotely to some extent.

We also offer you the opportunity to take a wellness hour, and you will also receive a wellness allowance. For you as a government employee, there are also favorable vacation terms.

All of us who work at the Swedish Civil Contingencies Agency are expected to contribute to increased equality and equal treatment for a work environment and a society free from discrimination.

Would you like to know more? If you have questions, please contact section manager Anders Eriksson. Union representatives are Mia Lindström (Saco-S), Jassin Alm (ST), and Ann-Britt Paradis (SEKO). All can be reached via the switchboard number 0771-240 240.
